The following, which was advanced to third reading from the February                                
22, 2005, calendar (page 375), was read the third time:                                             
                                                                                                    
    CS FOR HOUSE BILL NO. 46(FIN)                                                                   
    "An Act relating to grants to certain public utilities for water                                
    quality enhancement projects and water supply and wastewater                                    
    systems."                                                                                       
                                                                                                    
Representatives Weyhrauch and Coghill moved and asked unanimous                                     
consent that they be allowed to abstain from voting because of a                                    
conflict of interest.  Objection was heard, and the members were                                    
required to vote.                                                                                   
                                                                                                    
The question being:  "Shall CSHB 46(FIN) pass the House?"  The roll
